Welcome to NCRC's Online Application page!

To begin, you must create an online account by establishing a user name and password. This account will allow you to:

• Save and return to your application in process.  Please note: You must click "save" at the bottom of the page to make sure that your application is saved with your changes. It may take a moment to load once you click save.
• Upload a recent photo of your child (optional).
• Submit your application once completed.
• Pay your application fee by credit card or e-check.
